Course Overview

  • Monitoring & Evaluation in Emergencies (MEAL-E) is a practical, five-module programme designed to equip humanitarian workers, MEAL officers, with the skills and tools to plan, implement, and adapt Monitoring & Evaluation systems in crisis environments.

Emergencies create volatile, high-pressure conditions where decisions must be made rapidly, resources are stretched, and communities face serious risks. Reliable evidence is essential to guide action, measure effectiveness, and remain accountable to affected populations. This course provides a structured approach to building M&E systems that are ethical, agile, and fit for purpose during fast-changing humanitarian situations.

    Across these modules, participants will:

    1. Understand the role of M&E in emergencies and identify common challenges.

  • 2. Apply humanitarian standards, develop results frameworks, and design SMART indicators.

  • 3. Establish rapid monitoring systems and ensure data quality despite operational constraints.

  • 4. Conduct real-time and after-action evaluations, integrate lessons, and adapt interventions.

  • 5. Strengthen accountability mechanisms, manage risks, and budget effectively for MEAL activities.

Each module includes short context notes, examples, and practical exercises to help learners link theory to field realities. A final assessment and a practical M&E planning task consolidate knowledge and award a Certificate of Completion.

By the end of the course, learners will be able to create clear, adaptable M&E plans that improve programme relevance, efficiency, and impact  even under the most challenging emergency conditions.
